Sub: Issue of General Trading Licenses to Indian ships.
Whereas, the General Trading Licence(GTL) is granted to Indian flag ships under
the provisions of Section 406 of the Merchant Shipping Act 1958;
Whereas the Directorate has been granting GTL generally with validity of one
year in accordance with the guidelines issued by the Director General of
Shipping vide SD Circular No 2 of 2007, as amended from time to time;
Whereas the industry has made several representations for simplification of the
procedure and further streamlining of the issue of GTL to Indian ships;
Recognizing the need for further simplification of the procedure for issue of GTL;
Now therefore, the Director General of Shipping, with the approval of the
Ministry, and in pursuance of the powers conferred upon him under section 406
and 408 of the Merchant Shipping Act 1958 read with sub-section (3) of Section
7 of the M.S. Act, hereby directs that the powers under the provisions of section
406(1) and (2) & 408 shall also be exercised by the Registrars of Indian Ships,
notified under section 24 of the M.S. Act.
2. Accordingly, all the Registrar of Indian Ships may issue General Trading License
to Indian flag ships co-terminus with the Certificate of Registry (or the Provisional
Certificate of Registry, as the case may be), under the following conditions:
i. The shipping companies who are in possession of a valid GTL currently
may approach the concerned Registry of Ships, at their discretion, for
issuance of a new one time GTL, any time before expiry of the GTL.
ii. Payment of one time processing fee of 20,000/- for Coastal Licence,
Rs.40,000/- for Worldwide & Coastal/NCV Licence, for each vessel.
Iii. A vessel shall hold only one of the aforementioned licences at any given
point of time.
iv. Any amendment or endorsement on the licence or issuance of duplicate
copy shall be made on payment of a processing fee of Rs.10,000/-.
However, in the event of change of ownership, the new owner shall have
to obtain GTL afresh on payment of necessary processing fee and on
completion of necessary formalities.
v. Owners shall apply in the prescribed format in duplicate, together with the
required fees, to the concerned Registrar. The format of the application
form and the licence will be uploaded in the DGS website, which can be
downloaded by the applicant.
3. The Registrar of Ships, at any time if the circumstances of the case so require,
revoke or modify a licence so granted, after giving the concerned person
reasonable opportunity of making a representation against such revocation or
modification, as the case may be.
4. The Registrar shall forward a monthly return of the vessels registered with the
details and the GTL issued so as to reach this Directorate latest by 3
rd
of the
following month in order to forward the same to the Ministry by 5

of every
month.
5. This order will supersede all previous circulars issued by the Directorate on the
issue of General Trading Licence to Indian Ships and shall come into force with
immediate effect.

Application is hereby made for a general specified period licence for the ship of
which particulars are given on the reverse, to ply in the trade (s) mentioned in column 9
of the said particulars. It is understood that the grant of a licence will be made without
prejudice to any Navigation Order made or to be made and will not exempt the ship
from compliance with any other lawful requirements or directions affecting the ship or
her cargo, passengers, stores, bunkers, equipment, etc. It is further understood that the
owner(s) or time charterer(s) of the ship for which a licence is granted will on request
forward to the Director General of Shipping such particulars as he may require with
respect to the rate of freight, the nature and quantity of cargo carried, the number of
passengers embarked, all other matters referred to in sec. 413 of the Merchant
Shipping Act, 1958 and conditions of carriage for each voyage made or proposed to be
made by the ship under the licence.
The licence is required for a period of months from ……./ Co-terminus with the
Certificate of Registry.
I/we do hereby undertake to keep all applicable certificates and insurance cover in place
and valid at all times with full knowledge of the consequences of default, which will be
an automatic suspension of the liicence.
