Sub: Issue of General Trading Licenses to Indian ships.
Whereas, the General Trading Licence(GTL) is granted to Indian flag ships under
the provisions of Section 406 of the Merchant Shipping Act 1958;
Whereas the Directorate has been granting GTL generally with validity of one
year in accordance with the guidelines issued by the Director General of
Shipping vide SD Circular No 2 of 2007, as amended from time to time;
Whereas the industry has made several representations for simplification of the
procedure and further streamlining of the issue of GTL to Indian ships;
Recognizing the need for further simplification of the procedure for issue of GTL;
Now therefore, the Director General of Shipping, with the approval of the
Ministry, and in pursuance of the powers conferred upon him under section 406
and 408 of the Merchant Shipping Act 1958 read with sub-section (3) of Section
7 of the M.S. Act, hereby directs that the powers under the provisions of section
406(1) and (2) & 408 shall also be exercised by the Registrars of Indian Ships,
notified under section 24 of the M.S. Act.
2. Accordingly, all the Registrar of Indian Ships may issue General Trading License
to Indian flag ships co-terminus with the Certificate of Registry (or the Provisional
Certificate of Registry, as the case may be), under the following conditions:
i. The shipping companies who are in possession of a valid GTL currently
may approach the concerned Registry of Ships, at their discretion, for
issuance of a new one time GTL, any time before expiry of the GTL.
