T
he Department of Military Veterans’ healthcare benet is in line
with government’s overall objectives of providing quality health
services as well as building healthy communities. It is furthermore
in line with the stipulations of Section 5 (1) of the Military Veterans Act
18 of 2011, which amongst others, states the benets relating to military
veterans and access to health care.
The DMV has also started engagements with the Department of Defence
for benchmarking, on the medical cover for regular force members
which continues to cover them and their families upon retirement. The
accessibility of healthcare services and facilities is critical to the efcient
and effective healthcare service delivery to military veterans.
The DMV is also exploring an alternative healthcare service delivery
model, either in the form of medical aid for military veterans, or a dual
service delivery model whereby the DMV will procure a network of
primary healthcare service providers for military veterans within their
communities, and then continue to utilize SAHMS and the Department
of Health for hospitalisation at their facilities, or to refer to the nearest
healthcare facility.
The DMV is currently looking to strengthen relations with the public
sector, where Military Veterans can be accorded status equivalent to
that of Persons living with disabilities or the aged. In its policy the
DMV’s objective is to promote preventive rather than reactive health
care measures for military veterans and their dependants, as well as to
facilitate and coordinate access to health care services by military veterans
throughout the country.
The Department will continue to facilitate delivery of benets and co-
ordinate all activities that recognize and entrench the restoration of dignity
and appreciation of the contribution of Military Veterans to our freedom
and nation building. We also commit to treating the community of military
veterans with courtesy and consideration.

Dr. Tlou Theophilus Cholo,
who belongs to the Luthuli
Detachment of the former
uMkhonto weSizwe military
wing was on the 16
th
of August
2022 given a brand new
automated wheel chair by
the Department of Military
Veterans, at his home in
Soshanguve north of Tshwane.
Ntate Cholo as he is
affectionately known, recently
turned 97. The after effects of
the torture he experienced at
the hands of former security
forces during the struggle for
liberation, has caused him
to develop chronic ailments
which require regular medical
interventions.
During those activities, Dr.
Cholo was at some point
forced to travel for 16 hours
in a refrigerated truck while
crossing back into the country.
He did not receive any medical
attention or counselling after
the incident and he later
developed Rheumatism,
Arthritis, constant cramps and
pains amongst other illnesses.
The Department of Military
Veterans’ Health Unit, sourced
and delivered an automated
wheel chair for Ntate Cholo, who
has expressed gratitude for the
efforts made by the Department,
and acknowledged that he
indeed needed the equipment.
He was also thankful for the
good work that is done by the
DMV staff who regularly collect
him from home to the Hospital
and to the military sick bay for
treatment.
He also acknowledged the
good service and treatment
he receives from 1 Military
Hospital (Thaba Tshwane),

singling out Dr. Sipho Mahlangu
at Orthopedics who is always
understanding and helpful.
On challenges he is facing at
the hospital, he explained that
at his age he is unable to wake
up very early in the morning to

at the clinic, as he has to go for
different medical checkups in
one day, by the time he reaches
the Pharmacy to collect his
prescribed medication, he is
exhausted.
He is still expected to wait and
queue for his medication, with
the clinic staff not considering
his old age status and assisting
him timeously.
His plea is that this could be
improved for him and all other
old patients.Ntate Cholo’s

Sick Bay has always been an
excellent one, as he does not
have to wait in long queues.
He is always assisted on time
and he is grateful for the good
service.
The DMV, strives to reach all
military veterans who require
medical assistance and is
committed to ensuring that
no military veteran is left
unattended.
It is imperative that both
military veterans, their families


registered in the Department’s
database and qualify to access

he smile on Mr.
Biyela’s face said
it all. On the 26
th
October 2022, the.
Department of Military Veterans
Health unit delivered medical
equipment to a struggle veteran
by the name of Walter Biyela.
The medical equipment included
a sophisticated electric medical
bed, wheelchair, foam mattress,
monkey chain and a walking aid.
The Department supplied the
medical equipment, when it was
discovered that Mr. Biyela’s
medical condition required an
urgent intervention.
Mr. Biyela is a struggle veteran
from the ranks of the former
uMkhonto weSizwe, an armed
wing of the African National
Congress. During the darkest days
of apartheid South Africa, Biyela
made a conscious decision to join
the African National Congress in
1984.
He was then forced to leave the
country for exile, in 1986 and
joined the heroes and heroines
of the struggle for liberation
in Angola, where he received
his military training in guerilla

In 1991 he was sent to Dakota

Mr. Biyela is the last group
of combatants to return from
exile in 1995, after the dawn
of democracy in South Africa.

The family further highlighted the
challenges they are faced with,
when they have to accompany
Mr. Biyela to his medical
appointments. Their wish is
that the transport benet can
also be activated, as the cost of
transporting him to his medical
appointment is too high for them.
The Department through the
Presidential Task Team on
Military Veterans, will continue
to coordinate and speed up
efforts, aimed at accelerating
the pace of service delivery for
military veterans as stipulated in
the Military Veterans Act. 18, of
2011.

545 MILITARY VETERANS
Compensated for injuries sustained
during the struggle for liberation

I
n the month of September
2022, 76 military veterans
from different associations
gathered at the 1 Military
Hospital in Pretoria (Gauteng) to
be assessed, after they applied
for the Compensation Benet
within the Department of Military
Veterans’ Healthcare Unit. To date
545 military veterans have been
compensated at a total of R21 124
175.97.
The Compensation Benet is
amongst the military veterans’
benets that are listed in the
Military Veteran Act 18, of 2011.
The Act mandates the department
to pay a once off compensation
to a military veteran, who
sustained disabling injuries, or
severe psychological and neuro-
psychiatric trauma from their
participation in military activities.
An applicant of the Compensation
Benet will not be considered
if a member was previously
compensated in terms of the
Military Pensions Act 84, of 1976.
The measure is to avoid double
payments to military veterans
who were already compensated by
government.
The Department has received
close to 2156 applications for
the Compensation Benet since
its inception in 2015. About
1119 (51%) are from the former
liberation armies, whereas 1056
(49%) are from the Statutory
members.
Military veterans who have not
applied for any compensation and
have sustained injuries, can still
visit the Department’s ofces in
their respective provinces. They
can also visit the Departments’
website (www.dmv.gov.za) to nd
out more information and also
download the application form.
The Department will continue to
strengthen and manage strategic
partnerships to advance delivery
on basic social services, housing,
healthcare, education and mobility
support to military veterans
and their dependents across the
country, including rural areas.

DEDICATED COUNSELLING
SERVICES PROGRAMS FOR
MILITARY
T
he Department of Military Veterans (DMV)
is an organ of state responsible for effective
implementation of programs aimed at
progressive realization of socio economic rights
of Military Veterans, and to some extent, their
dependents, as outlined on the Military Veterans Act
18 of 2011, as well as Regulation (Notice R122 19
February 2014).

Section 5 (1) (b) of the Act lists dedicated
counselling as one of the benets and dependants,
while(1)(i) relates to the provision of access to
healthcare, which is applicable only to military
veterans.
Military veterans registered on the national military
veterans database, may apply for both these benets.
When applying, the following documents are
required :
Fully completed Benet Access Form available
from: DMV ofces (including provincial ofces)
and the DMV website (www.dmv.gov.za )
Certied Identity Documents Proof that he/she
does not qualify for employer medical aid subsidy
(e.g. Letter from Human Resources)
Proof that medical aid cover is inadequate
Copy of medical aid where applicable.

MEDICAL SERVICES OFFERED
The DMV offers healthcare services to military
veteran registered in the National Military Veterans
Database. The services include, but are not limited
to primary health care services including dedicated
counselling, hospital care, allied health, optometry,
dental services, home-based care services, frail care
services, assistive devices and patient transport.

These services are provided in line with all prescripts
and limitations as agreed with the DMV Service
providers.
PROCEDURE TO ACCESS HEALTHCARE
SERVICES
Currently Military veterans can access all healthcare
related services, at their nearest South African
Military Healthcare (SAMHS) Facilities or public
healthcare facilities in their provinces as per the list
below.
Military veterans who live far from SAMHS
facilities can contact their nearest Area Military
Healthcare Units (AMHU) facilities on the contact
numbers provided below, to obtain referral for
access to healthcare services at the nearest healthcare
facility.
HOME-BASED CARE SERVICES
The department facilitates and coordinates the
provision of home based or frail care services to
Military Veterans who suffer from chronic long term
illness, are aged and frail,where the family is unable
provide such assistance.
These services are aimed at assisting to restore and
maintain a persons maximum level of comfort and
function while the person is closer to his/her family
and community.
ASSISTIVE DEVISES
The department provides assistive devices to
Military Veterans who are experiencing mobility
challenges. The assistive devices are any devices
that helps individuals to perform functions that they
might not otherwise be able to well or are unable
to perform at all. Generally the term is used for
devices that helps people overcome a handicap such
as a mobility, vision, mental or hearing loss.
The following are the basic assistive devices
which may be procured by the DMV.

Spectacles
Audiology devises
Other devises not listed above shall be subject to
an assessment and approval by the DMV.
The DMV shall remain responsible for the
maintenance of the assistive devise in terms
of warrantee of the devise. Any maintenance
outside the warrantee of the devise, shall be
subjected to the case managers assessment. The
DMV assets policy applies in terms of
ownership of the devise.

LIMITATIONS/EXCLUSIONS
The DMV cannot provide military veterans’
healthcare services outside South Africa.
Dependants are not by law, eligible for healthcare
support, however, the DMV provides services f
or children who experience complications during
birth from the ages of 0 to 6 weeks after delivery.
Discussions are still continuing towards inclusion
of dependents for access to healthcare services
through the DMV.
Currently counselling services are provided to the
dependants of Military Veterans
SADF/SANDF military veterans retired with
healthcare packages do not qualify for access to
healthcare services from the Department
of Military Veterans.
Active Members who resign and opt not to
continue with their Regular Force Continuation
Membership Fund do not qualify for the
benet.
A military veteran found to be abusing his/ her
healthcare access benet will be disqualied from
access to healthcare services through
the Department of Military veterans.
Employed military veterans with medical aid
cover do not qualify for the DMV healthcare
benet unless they prove that the medical aid
cover is inadequate for their
healthcare (exhausted).
Should a military veteran access health care
services in a non-DMV approved service partner
facility, without authorisation by the DMV, or
SAMHS, he/she shall be liable to the costs of the
health care associated with that service.
