Subject: California State Organic Program, Additional Requirements Approved

The National Organic Program (NOP) has approved the addition of requirements to the
California State Organic Program (SOP), co-administered by the California Department of Food
and Agriculture (CDFA), and the California Department of Public Health (CDPH), that
supplement the NOP regulations.
The additional requirements are the following:
• Organic producers and handlers of raw agricultural products with facilities located within
the State of California must register with CDFA.
• Organic processors with facilities located within the State of California must register with
CDPH.
• Organic producers, handlers, and processors within the State of California that are not
required to register with CDPH under section 110875(a) of the California Health and
Safety Code, must register with CDFA and provide a valid registration certificate from
CDFA to the accredited certifying agent prior to the granting or continuation of NOP
certification.
• Organic processors within the State of California must provide verification of
registration, or verification that an Organic Processed Product Registration application
has been submitted to the CDPH, to the accredited certifying agent prior to granting or
continuation of NOP certification.
• USDA accredited certifying agents operating within the State of California must register
with the CDFA.
