Dear Essex County Resident:
As the Essex County Clerk, I am pleased to provide this
handy guide of County and Municipal services.
You may not be aware that the County Clerk provides
many services that residents and businesses in Essex
County use every day. We register small business trade
names, process U.S. passport applications, process and
issue County Identification cards and notary public
applications.
The County Clerk is responsible for designing the
election ballot and printing all needed election materials
including: sample ballots, provisional ballots, emergency
ballots, and vote by mail ballots. We process vote by
mail applications and send vote by mail ballots to
qualified voters. We also certify the election results.
My staff and I strive to provide you with the level of
service you deserve and expect. We've expanded our
outreach to make it even easier for you to do business
with us. If you have any suggestions on how we can

The Essex County Executive is the chief political and
administrative officer of the county who is elected from the
county-at-large for a four-year term.
The County Executive is the visible representative of the
county in dealings with the public, the business sector, and
municipal governments. Further, the County Executive
represents county interest through lobbying efforts on the state
and federal levels.
The duties and powers of the County Executive are many and
are defined in the County's Administrative Code as follows: to
appoint the County Administrator, County Counsel,
Department and Division heads, and members of all county
boards, including advisory boards, commissions, and
authorities, all with the advice and consent of the Board of
Commissioners; hire all department employees; enforce the
County Charter and all laws pertaining to the County;
prepare an annual operating and capital budget; supervise the
collection of revenues, and the audit and control of all
disbursements and expenditures; negotiate contracts for the
county, subject to the approval of the Board of County
Commissioners; sign all ordinances, contracts, and bonds; as
well as exercise veto power over any legislation, aside from
the budget and certain other resolutions.

Essex County is governed by a Board of County
Commissioners. In 1977, Essex County voters passed a
charter change by a vote of 72,226 to 64,238. Essex County
became a County Executive form of government in 1978.
The primary responsibility of the Commissioners is to adopt,
review, and monitor the County’s annual budget and to pass
ordinances and resolutions necessary for proper and good
governance of the County.
The Commissioners approve most contracts and give advice
and consent to the appointments of the County Executive of
all Department and Division heads, the County Administrator,
County Counsel, and members of all boards, commissions,
and authorities. The Board also has investigative powers to
oversee the functioning of all departments of county
government, as well as its boards, commissions, and
authorities.

The register preserves and records property transactions for
all 22 municipalities within Essex County.
The Register’s Office affects any person who has owned,
owns or sold property in the County as well as resides in
Essex County. A copy of every deed and mortgage recorded
since 1637 is on file in the Register’s Office. These documents
are preserved in the Record Room, an area of the Office that
is open to interested citizens, attorneys, title searchers,
historians and genealogists for their research, reference and
study.
The Register’s Office also maintains documents pertaining to
mortgages and transactions for liens, foreclosures and
mortgage cancellations. The Office also, proudly, records
honorable discharges for veterans.

and Mortgages requires a mandatory cover sheet to be at-
tached to all individual land documents submitted for recording

The primary functions of the Surrogate’s Court are probating
and appointing executors and trustees named in wills, as well
as, appointing administrators of uncontested estates (when
there is no will). The Surrogate’s Court is the custodian of a
minor’s funds, until the minor turns 18 years of age.
As Deputy Clerk of the Superior Court of New Jersey,
Chancery Division, Probate Part, the Surrogate reviews, files
and processes: adoptions, declaration of death actions,
appointments of conservators; applications to have persons
declared incapacitated and to have guardians appointed;
estate related litigation pleadings; and actions to compel
accountings in estate and guardianship matters.

The Essex County Sheriff's Office (ECSO) is the largest,
most active Sheriff's Department in New Jersey,
providing court complex security, supervising prisoner
transportation, and executing civil process service for the
state's busiest Superior Court system.
In addition, the mission of the ECSO encompasses a
broad scope of high-quality, full-service law enforcement
activities, which include narcotics investigations, fugitive
apprehensions, prisoner extraditions, and criminal
identification services.
The Sheriff's Patrol Division, augmented by the Sheriff's
Deputy Division, patrols and polices all county roads,
more than 6,000 acres of county parkland, and all
county-owned and county-operated facilities.
The Essex County Sheriff's Office also coordinates an
integrated public safety response to all natural and
man-made disasters through the Essex County Office of
Emergency Management, and Office of Homeland
Security.

The mission of the Essex County Prosecutor’s Office is to
seek justice, to serve justice, and to do justice. In order
to support an environment of safety, security, and lawful
behavior for the people of Essex County, the Prosecutor’s
Office uses lawful and reasonable methods to identify,
apprehend, and prosecute those who commit crimes. When
a crime occurs, the Prosecutor’s office diligently pursues the
arrest, indictment, and conviction of those responsible, while
respecting constitutional safeguards for the accused. This
will be accomplished through cooperation with law
enforcement agencies, at the local, county, state, and
federal levels.
The Essex County Prosecutor’s Office is the largest county
prosecutor’s office in New Jersey, handling approximately
one-quarter of all criminal prosecutions in the state. The
prosecution of crime in a densely populated, metropolitan
environment such as Essex County is a complex matter. The
investigation, indictment, trial, and appeal process varies
with the facts of each particular case.

The Board of Elections is responsible for conducting the
Primary, General, Municipal, School and Special Elections
throughout the County of Essex in accordance with
N.J.S.A. Title 19. A bipartisan board of four
Commissioners is appointed by the Governor of the State
of New Jersey. This Board also serves as members of the
Board of Canvassers for the Primary, General, and School
Board Elections.
Some of the responsibilities of this office include recruiting,
appointing, and training board workers for each of the 551
election districts in Essex County; selecting and contracting
polling places to conduct elections; conducting election
recounts and re-drawing election district and ward
boundary lines.
The Board of Election works in conjunction with the
Superintendent of Elections, the County Clerk, and the
Township Clerk of each municipality to provide the citizens
of Essex County with an orderly and accurate electoral
process.

Essex County Newark Tech School of Technology
Welcomes Students
Essex County Executive Joseph N. DiVincenzo, Jr. was
joined by Governor Phil Murphy at the opening and dedi-
cation of Essex County Newark Tech on Wednesday, Feb-
ruary 2

. A $31.7 million project transformed the school
building with a new three-story addition and the com-
plete renovation of all other existing classroom spaces.
Essex County Newark Tech is the third school building in
the Essex County Schools of Technology District to
undergo renovations in the last six years.
Ronald L. Rice Sports Complex in Essex County
Vailsburg Park is Opened
Essex County Executive Joseph N. DiVincenzo, Jr.
announced the opening of the Ronald L. Rice Sports
Complex in Essex County Vailsburg Park in Newark on
Friday, January 27

. Named for the retired State
Senator from the 28

Legislative District, the modern
facilities at the complex will be the home fields for the
Essex County Schools of Technology athletic teams as
well as be open to the public. The complex has
synthetic grass surface soccer/football, baseball and
softball fields and a rubberized running track.

Pickleball Courts Become the Rage in
Essex County
Essex County Executive Joseph N. DiVincenzo, Jr. an-
nounced two projects were completed to provide modern-
ized pickleball courts in Essex County Brookdale Park in
Bloomfield/Montclair and Essex County Grover Cleveland
Park in Caldwell/Essex Fells. The project is part of the
County Executive’s ongoing initiative to revitalize the Essex
County Parks System and provide the most up-to-date rec-
reation facilities to meet the current needs of residents.

Athletic Fields get Makeovers
Essex County Executive Joseph N. DiVincenzo, Jr.
announced several projects were completed to modernize
athletic fields in the Essex County Parks System. The Little
League/softball fields in Essex County Brookdale Park in
Bloomfield/Montclair were updated with synthetic grass
playing surfaces on the infields and natural grass outfields.
Essex County Eagles Field received a complete makeover,
getting a synthetic grass surface Little League/softball field
and parking area. Soccer fields in Essex County Brookdale
Park, Essex County Irvington Park and Essex County
Riverbank Park received new synthetic grass playing
surfaces.
