INTRODUCTION
Reedley College was founded in 1926 as Reedley Junior College. It later became a community
college, originally under the name of Kings River College, in 1946. The State Center Community
College District (SCCCD) was formed in 1964, including Fresno City College and Reedley College. In
2016, Clovis Community College became the third college in the district and the 113
th
community
college in California. On July 21, 2020, MCC attained official accreditation as the fourth
independent college in SCCCD and 116
th
Community College in California and operates one
additional center at Oakhurst. State Center Community College District oversees four community
colleges in Fresno and Madera County is governed by a seven-member Board of Trustees that are
elected at-large and represent six trustee areas.
MCC confers the Associate in Science Degree to students who complete the Associate in Science
Degree requirements and the LVN to RN Nursing curriculum. The graduates are then eligible to
take the National Council Licensure Examination for Registered Nurses, which is developed by the
National Council of State Boards of Nursing (NCSBN, 2022).
REGISTERED NURSING
Application and selection procedures are based on the premise that applicants commit to the
program for which they are selected. Applicants are therefore encouraged to apply only if they are
serious about completing the program. In progress LVN students are not considered for LVN to RN
program enrollment.

FINAL 11-17-2022
LVN TO RN PROGRAM MISSION
The Nursing Department, through a responsive curriculum and strong community partnership,
seeks to provide graduate nurses who will think critically, demonstrate leadership, and have
ethical standards in the healthcare workplace. The MCC LVN to RN Associate in Science Degree
Nursing Program is aligned with the Madera Community College Mission of “Empowering our
students to succeed in an ever-changing world.” The program respects students as individuals with
differing backgrounds and support systems, but who have the common goal of attaining the
knowledge necessary to practice as registered nurses.
PHILOSOPHY
The nursing program faculty at MCC believes nursing education is most effectively carried out in a
collegiate setting. The LVN to RN Associate in Science Degree program aligns with MCC's core
values. The nursing program values each student's diverse cultures, ethnicities, and socio-
economic qualities and believes that nursing education supports each student to reach their
maximum potential as an individual, professional nurse, and community member. The educational
program is challenging, broad in scope, and flexible to meet individual needs, with general
education courses that precede or accompany nursing education courses.
The faculty believes that education is a guided process that results in behavioral changes reflecting
the learner's growth. Learning is facilitated in an environment where the student feels accepted
and valued as an individual with varying needs, abilities, skills, past experiences, and goals. The
faculty participates in the learning process by providing guidance, encouraging the student toward
self-direction, and sharing with the student the responsibility of evaluating their experiences.
The faculty believes that learning progresses from simple to complex and should actively involve
the learner and address various learning styles. It is most effective when it is self-directed and the
student perceives experiences as meaningful. The best opportunities for practical learning include
acute care, clinic settings, and community outreach. The varied settings offer the student
exposure to various experiences under knowledgeable and caring faculty guidance. These
experiences will build on the LVN’s knowledge and skills as they progress toward the RN's
advanced educational level.
The philosophy of the MCC, LVN to RN Associate in Science Degree Nursing program is based on
the following concepts:
Person: The concept of person refers to individual open systems with physiological, psychological,
social, cultural, developmental, and spiritual dimensions that constantly interact with the
environment.
Environment: The concept of environment refers to the internal and external factors that impact
the person. The internal factors consist of cognitive, developmental, physiological, and
psychological processes, while the external environment consists of the physical and social world.
Health: The concept of health is regarded as a state of optimal physical, mental, social, and
spiritual well-being and not merely the absence of disease or infirmity (World Health Organization,
2022). It exists on a continuum between optimal functioning or wellness and alterations in
functioning or illness. Health is affected by lifestyle behaviors, choices, and stressors.
4
FINAL 11-17-2022
Nursing: Nursing is a profession that promotes and teaches the person to manage and provide for
their health care needs. It facilitates health by supporting opportunities for the person to achieve
optimal health/wellness. The purpose of nursing is to assist the person in maintaining health,
preventing or minimizing disease and disability, rehabilitating and restoring wellness, and
providing comfort and dignity in death. Nurses collaborate with health team members and
respond to the care of patients across the life cycle based on physiological, psychological, social,
cultural, and spiritual needs.
Education: Education is an ongoing process involving the active participation of both the student
and the instructor. It is facilitated by communication between the faculty and students in a
traditional and technologically enhanced learning environment. Nursing education is best acquired
in a collegiate setting where upward career mobility and educational preparation have a dynamic
relationship. The collegiate setting allows student nurses to exchange ideas and experiences with
students and faculty of other disciplines, thereby providing the student with a global nursing
approach.
This broad-based education assists the student nurses with integrating communication arts,
information technology, and the social and biological sciences, which provide the foundation for
learning the art and science of nursing. It provides students from varied ethnic and cultural
backgrounds with the knowledge and skills necessary to assume the role of a caring and culturally
sensitive professional nurse.
Nursing education provides a comprehensive knowledge base that enables the student to keep
abreast of the rapidly changing and expanding body of nursing science. The clinical laboratory is an
integral component of nursing education. It is the environment where the student builds upon a
theoretical foundation while exploring ethical and cultural values based on a curriculum that
focuses on client-centered care, evidence-based practice, cultural diversity, and integrates
knowledge of nursing with other disciplines. A caring environment enhances learning, promotes
self-efficacy, and enables students to graduate successfully from the nursing program.
Teaching/Learning: Teaching/Learning is defined as the right and responsibility of nurse educators
to utilize sound educational practices and theoretical concepts to present knowledge and promote
skills that reflect current healthcare practices. The teacher acts as a guide, facilitator, and role
model to help students reach their full potential. Teaching also involves supporting and mentoring
the student to develop an attitude of respect, caring, and dignity toward self and others. The
teaching/learning process begins with recognizing the individual’s abilities and life experiences,
which each learner brings to the educational setting. The faculty strives to help the learner
become increasingly self-directed to provide a foundation for life-long learning.
Students: Students are encouraged to become self-motivated, independent critical thinkers who
accept personal accountability and responsibility in the learning process. It is essential that
students entering an LVN to RN nursing program have the basic reading, math, and language skills
needed to succeed. Cognitive skills essential to the learning process in nursing education include
analysis, synthesis, application, and evaluation (Anderson & Krathwohl, 2001; Bloom’s Taxonomy,
1956).
5
FINAL 11-17-2022
Nursing Faculty Members: While learning is the student's responsibility, learning is enhanced
when active participants are with the faculty in the educational process. The faculty possess
expert theoretical knowledge and clinical skills. They facilitate learning by directing, providing
opportunities, and assisting students with acquiring knowledge and mastering clinical skills.
Faculty members respect the differences unique to each student’s ethnic, cultural, spiritual, and
learning needs. Nursing faculty members are committed to the goal of graduating individuals who
will function safely and efficiently as registered nurses in the health care community.

GENERAL INFORMATION
All individuals who meet minimum enrollment requirements are eligible to apply to the nursing
program. This program is designed for completion by Licensed Vocational Nurses, requiring one
academic year beyond completion of the prerequisite courses, and non-nursing requirements. LVN
to RN students enter the program after completing RN 160 LVN to RN Transitions course and all
other program prerequisites. Graduates earn an Associate in Science Degree upon completion of
designated courses. Communication, natural and social science, and nursing courses must be
completed with a grade of “C” or better to qualify for the Board of Registered Nursing licensure
requirements. Science prerequisite courses (Biology 20, Biology 22, and Biology 31) must be
completed within the last five (5) academic years.
For LVN applicants accepted into the program and opt to defer for personal reasons or are on the
alternate list, the 5-year recency requirement will be considered case by case.
For LVN graduates continuing to the LVN to RN Program within six months of graduation from an
accredited LVN school, a review of the 5-year recency requirement will be considered case by
case.
6
FINAL 11-17-2022
Applications must be submitted during the specified application period. To qualify for the RN
candidate pool, the overall GPA must be 2.5 in specified prerequisite courses and ATI TEAS with
a cut score of 62% or higher.
Applications will be accepted from December 1, 2022, thru February 2, 2023, at 3 pm PTZ. All
applicants must provide a current, working e-mail address with their application. The applicant
must maintain a working college e-mail address and notify the nursing counselor of any
changes. Students who have been accepted into the program will be notified by email. Students
will be required to confirm acceptance of admission via email within two weeks of notification.
PREASSESSMENT TESTING REQUIREMENT
The Test of Essential Academic Skills (TEAS®) is a multiple-choice assessment of basic academic
knowledge in reading, mathematics, science, English, and language usage. The objectives assessed
on the TEAS exam are those that nurse educators deemed most appropriate and relevant to
measure the entry-level skills and abilities of nursing program applicants. For additional
information on test prep, go to Assessment Technologies Institute at
https://www.atitesting.com/teas/smart-prep-.
To be eligible for the pool, applicants must have successfully taken the ATI TEAS with a score of
62% or higher. Applicants must submit official transcripts of those scores. TEAS scores before
12/1/2020 will not be accepted. Candidates must purchase and schedule TEAS testing. Go to
www.atitesting.com for instructions on purchasing official TEAS transcripts.

NURSING PROGRAM
Applicants are responsible for preparing a complete packet which includes the following:
1. Sealed official transcripts verifying completion of all prerequisite coursework.
Official transcript from the accredited LVN education/training program that the
candidate completed. The date of graduation must be identified on the transcript.
Course descriptions and a syllabus or course outline of record must be included in
the packet to determine the equivalency of coursework from another college.
Students who have completed courses outside of the United States must complete a
formal foreign record evaluation to determine which courses could be used to fulfill
graduation requirements.
The application packet must include an official sealed report from an official accredited
educational document service.
2. Verification of high school graduation or equivalent: official high school transcript, G.E.D., or
verification of an academic degree from an accredited college/university.

7
FINAL 11-17-2022
6. COVID-19 vaccination registration with the California Department of Public Health. The
clinical facilities MAY require a COVID-19 vaccination. The Board of Registered Nursing
requires a set number of on-site clinical hours. There are no alternative assignments to
achieve these required in-person clinical hours. The LVN to RN program may be unable to
provide clinical placements without approved vaccinations. The alternative is not to enroll until
they feel that conditions surrounding the COVID-19 pandemic are safe for in-person
participation and available clinical sites. https://myvaccinerecord.cdph.ca.gov/
The applicant must provide official documentation of prior coursework, experience, licenses,
and certificates.
Selection Procedure: The application packet and all requested supplemental documents must be
received on or before the stated deadline. Selection of applicants for admission to the LVN to RN
Associate in Science Degree Nursing program is done through an evaluation process based on
multi-screening criteria scoring. All prerequisite requirements must be completed before applying
to the program with a cumulative GPA of 2.5 or higher.
MCC does not discriminate on the basis of race, sex, age, sexual orientation, religion, or disability.
Students selected for admission will be notified via email. Students must confirm admission
acceptance via email within two weeks of the notification date. The notification for the required
mandatory orientation before the program's start date will be in writing and placed on the official
program website.
Students accepted to the nursing program may be required to complete more than one
Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) fingerprints, criminal
background, and drug screen to enter clinical facilities. Any conviction on your criminal
background check within the past seven years, including DUI, can potentially deny access to
Fresno Madera area healthcare facilities for clinical rotations, which may prevent the student
from being admitted to the nursing program. Any conviction on the background check may
prevent taking the licensure examination and obtaining a license to practice nursing in the State
of California.
The MCC Nursing Program reserves the right to change the enrollment criteria, academic
requirements, grading standards, and other processes without notice.
DEFERRAL OF ADMISSION TO THE NURSING PROGRAM
A student who has been accepted to the nursing program but requests deferral of admission to
the next program year will only be allowed to do so if the following conditions are met and
contingent upon space availability:
Verifiable circumstances based on the Family Leave and Medical Act (US Dept of Labor, 2022):
a. Birth of a child
b. Student’s serious and verifiable health condition
c. The care of a spouse, domestic partner or significant other, child or blood parent with a
serious, verifiable health condition
8

“30 Unit Option” Non-degree LVN-RN Certificate of Completion
The “30-unit Option” LVN-RN track is only available on a space-available basis.
In compliance with regulations by the California Board of Registered Nursing, Licensed Vocational
Nurses (LVNs) may seek eligibility for the RN licensure exam (NCLEX-RN) without meeting the
requirements for an Associate in Science (AS) degree by successfully completing the “30 Unit
Option.” Twenty units are nursing courses, and ten units are prerequisite courses in physiology
and microbiology.
Students selecting the “30 Unit Option” are not considered graduates of MCC. Students who select
this option are eligible for licensure in California, but may not be able to attain endorsement for
licensure in other states without the Associate in Science (A.S.) Degree in Registered Nursing.
Prior to admission as a “30 Unit Option”, a student must receive counseling from both the LVN-RN
Counselor (Madera Community College) and the LVN to RN Program Director. Students who select
this option will be required to sign a statement of understanding regarding this option's
limitations.
“30-unit Option” students are subject to the same educational standards as the basic LVN to RN
students. Nursing credits applied towards completion of the “30 Unit Option” may not be used
toward the A.S. Degree in Nursing. All applicants must have an ATI TEAS after 12/1/2020 by ATI,
with remediation resources provided if the scoring does not meet 62% or higher. TEAS scores prior
to 12/1/2020 will not be accepted. A cumulative GPA of 2.5 or above is required for admission to
the program.

ACKNOWLEDGEMENT OF STUDENT RESPONSIBILITIES
Name ______________________________________________________________ (Please print)
I have read all of the material in the LVN-RN Program Information and understand the Application
Selection Process.
I understand that the general education requirements for the A.S. Degree are subject to change
with the publication of each year’s new Madera Community College school catalog.
I understand Madera Community College reserves the right to revise Program Requirements
and/or Selection Procedures.
I understand it is my responsibility to meet program requirements, ensure equivalency, follow
proper application procedures, provide transcripts, and stay informed about revisions regarding
Degree Requirements, Program Requirements, and Selection Process.
I understand that if I submit an application packet that is incomplete, or does not meet
application/program requirements, it will not be forwarded for consideration to the nursing
program. The application to the nursing program becomes null and void.
I understand that after my application is accepted and verified, I must notify the Madera
Community College of any changes in address and/or telephone number.
I understand that if I am admitted into the program, failure to respond to the LVN to the RN
Program Director with a confirmation of acceptance within two weeks of notification constitutes
grounds to assign my slot in the program to the next qualifying applicant.
The Board of Registered Nursing requires a set number of on-site clinical hours. There are no
alternative assignments to achieve these required in-person clinical hours. I understand clinical
facilities may require a COVID-19 vaccination with no acceptable medical or religious exemptions.
I understand that if I am admitted into the program and I must decline acceptance, my placement
in the program will be assigned to the next qualifying applicant.
