INSTRUCTIONS FOR CAMPUS STAFF
OVERVIEW OF TUITION WAIVER
The California State University (CSU) Foster Youth Tuition Waiver is available for current and former foster care youth who are enrolled at a California
State University campus in an undergraduate program. The foster youth tuition waiver originated with the passage of Senate Bill 967
(as amended by Education Code § 60025.3) in 2018 and it is intended to address the gap in postsecondary education attainment between foster care and
other young adults. The bill was further amended in 2019.
The purpose of CSU Foster Youth Tuition Waiver is to provide increased access for current and former foster youth to higher education by providing a
tuition waiver.
The Foster Youth Tuition Waiver is open to qualified current and former foster youth enrolled as undergraduate students.
Students are exempt from paying the systemwide tuition (only covers state supported courses) fee at any CSU campus.
The tuition fee waiver only applies to the systemwide mandatory tuition fee and application fee. It does not apply to campus based
mandatory fees. The waiver does not include campus fees, housing, books, and transportation or other costs of attendance.
The amount of the waiver may be reduced by any state or federal aid, including scholarships or grants, received by the student for the
academic year or semester/quarter.
The maximum time allowed is 4 years (consecutive and non-consecutive).
Students are eligible to receive the Foster Youth Tuition Waiver for the following terms:
Fall
Winter
Spring
Summer (The waiver will apply ONLY if the campus is offering state supported summer enrollment. The tuition waiver will not cover
the tuition for Continuing and Extended Education self-support courses.)
ELIGIBITY CRITERIA
Students who have been in foster care for at least 12 consecutive months after reaching 10 years of age must meet any of the following:
Is under a current foster care placement order from juvenile court
Was under a foster care placement order from juvenile court upon reaching 18 years of age
Was adopted, or entered guardianship, from foster care
Must be 25 of age or younger by the first day of the academic year
In addition to the above, a student must fulfill all of the following:
Be a California resident
Must maintain minimum grade point average (academic standards by campus)
Must be in academic good standing with the university
Must be enrolled in a undergraduate program (all majors are eligible)
Must submit the Free Application for Federal Student Aid (FAFSA) annually
Must meet the financial need requirements established for Cal Grant A

PROCEDURES FOR CAMPUS STAFF (YEAR 1)
METHODS OF DISSEMINATION
Methods of dissemination include:
Disseminate information on CSU Systemwide websites , Foster Youth Resources, Residency, Educational Opportunity Program, Financial
Aid, and CalState Apply websites
Create electronic materials
Host a webinar to different campus departments (Outreach, Admissions and Enrollment, EOP, Foster Youth Programs, Financial Aid)
ROLE OF THE FOSTER YOUTH PROGRAMS
The campus foster youth program will serve as the liaison department that will assist students by clarifying the eligibility requirements and provide
support to the campus registrar office (i.e., verify documents).
Coding (Step 2)
If student meets foster youth requirements (confirmed), set as student group or other coding to indicate status.
Notify Financial Aid (Step 3)
Once students meet ALL requirements, the Registrar’s Office will notify financial aid of students ready for review.
Students who are Missing Information/Does not meet Criteria
For students who do not qualify for the waiver or are missing information:
For students who are not enrolled or have not met the criteria listed above, send an email to the student communicating that their tuition waiver
has been denied and list the reason(s) for denial.
For students missing information, send an email requesting the missing documents.
FINANCIAL AID OFFICE (PHASE 2)
Students must meet the FASFA requirement for the current academic year in order to qualify for the Foster Youth Waiver. The Financial Aid Office is
responsible for Steps 1-2 (Verify Eligibility for Financial Aid and Notifications). Each step is described below:
Verify Eligibility for Financial Aid (Step 1)
The Financial Aid Office will determine financial eligibility.
Financial aid reviews for Cal Grant A need
Financial aid reviews for other aid that may reduce waiver
If student qualifies, student is notified through their financial aid award notification that they have been awarded the Foster Youth Waiver.
Notifications (Step 2)
If student does not qualify for financial aid, the Financial Aid Office will notify the Registrar Office that student does not qualify. Registrar Office
will notify student.
If the student does meet criteria, Financial Aid will notify Student Accounts and Registrar Office.
OFFICE OF THE STUDENT ACCOUNT SERVICES (PHASE 3)
The Office of Student Account Services is responsible to process waiver.
Notifications (Step 1)
For each student whose waiver request is successfully processed, send an email to Office of Financial Aid and Registrar’s Office confirming that
their request is processed.
Coding (Step 2)
If student meets foster youth waiver requirements (confirmed), the Office of Student Account Services will set as student group or other coding to
indicate status.

PROCEDURES FOR CAMPUS STAFF (YEARS 2-4)
OFFICE OF THE REGISTRAR (PHASE 1)
The Registrar Office will be responsible for monitoring ongoing eligibility. Student is not required to submit an application or any additional documents for
years 2 through 4 if they have not broken enrollment.
The Registrar Office will monitor the student every term to ensure that they are still in good standing with the university. Registrar Office will verify the following:
Confirm that the student is enrolled in an undergraduate program
Must be age 25 or younger by the first day of the academic year
Must maintain good Student Conduct standards by campus
Student must remain in good academic standing by campus
Must be coded as a California resident for tuition purposes
Once students meet ALL requirements, the Registrar Office will notify financial aid of students ready for review. For Students who do not meet the criteria
for the waiver:
For students who do meet the criteria listed above, send an email to the student communicating that their tuition waiver has been denied and list
the reason(s) for denial.

FREQUENTLY ASKED QUESTIONS (FAQ)
Is there a deadline to apply for the tuition waiver?
No, however, it is important for the student to submit the tuition fee waiver application and supporting documents during the academic term and as soon
as possible because he or she is responsible for their tuition and fees until the waiver is processed and approved.
What determines if I am eligible for the tuition waiver?
The student must:
1. Must be age 25 or younger by the first day of the academic year;
2. Have been in foster care for at least 12 consecutive months after reaching 10 years of age; and,
3. Meet any of the following:
You are under a current foster care placement order by the juvenile court;
You were under a foster care placement order from juvenile court upon reaching 18 years of age; or,
You were adopted, or entered guardianship, from foster care.
If I was in guardianship, custody, or adopted in another state, would I still be eligible?
Yes, if the student meets the residency requirements for the California State University system, he or she is eligible. Please refer to the California State
University Residency website: www.calstate.edu/residency
What costs are covered with the tuition waiver?
The tuition fee waiver only applies to the systemwide mandatory tuition fee (only state funded courses will be covered) and application fees. The
application fee waiver may apply to a maximum of four (4) CSU campuses per application term and it is not transferrable to a future or past application
term. It does not apply to campus based mandatory fees. The waiver does not cover campus fees, housing, books, transportation, or other costs of
attendance.
If I receive a waiver, must I reapply each year or is it automatically renewed?
Yes, as a requirement, you must complete the Free Application for Federal Student Aid (FASFA). In addition, the student must maintain the minimum GPA
consistent with their academic program requirements for graduation and remain in good academic standing.
If I fail to submit the FASFA, am I still eligible?
No, failure to complete and submit the FASFA will result in an incomplete tuition fee waiver application and will prevent the student’s eligibility for a
tuition fee waiver. It is highly suggested to submit the FASFA by the March 2nd priority deadline. If you miss the deadline, it will still be accepted until the
last day of the term. However, you will responsible for the tuition fees until the waiver is processed and approved.
How many awards may I receive?
The maximum number of awards is four (4) annual waivers; the annual waivers can be applied in non-consecutive years.
If I receive a tuition waiver, will it be in addition to the financial aid I have already received?
No, the amount of the waiver may be reduced by any state or federal aid, including scholarships or grants, received by the student for the academic year or
semester/quarter.

Are my summer courses covered with the tuition waiver?
The tuition fee waiver will only cover the student’s tuition fee if the campus is offering state supported courses. If you plan to enroll in continuing and
extended education self-supporting courses, the tuition fee waiver will not cover the tuition fee.
When does the count begin towards the tuition on waiver?
The first term enrolled will count towards the 4 year maximum.
If I am a graduate student, do I qualify?
No, only undergraduate students qualify for the tuition fee waiver.
If I am a transfer student, do I qualify?
Yes, a transfer student qualifies as long as he or she is age 25 or younger by the first day of the academic year and meets the other requirements listed above.
If I am 21 years of age and still under foster care, can I receive the tuition waiver?
Yes, as long as the student meets the eligibility requirements.
If I qualify for the AB 540 tuition exemption, will I qualify for the tuition waiver?
No, students who are classified as AB 540 are considered nonresidents. In order to qualify for this waiver, you must be a California resident for tuition purposes.
Does my Chafee grant affect the tuition waiver?
Yes, the foster youth tuition waiver will be a component of the financial aid process.
The foster youth waiver shall be applied after the other sources of financial aid including the Chafee grant, Federal Supplemental Educational Opportunity
Grant (SEOG), Cal Grant, Pell, scholarships and loans are discounted by the amount the student receives.
