LIFE TICKET PROGRAM ELIGIBILITY
INFORMATION
About the Program
Paratransit riders using WestCAT service may be eligible for free paratransit rides through
the Low-Income Fare Equity (LIFE) Program. Eligible riders will receive 10 one-way trip
tickets, valued at $30.00, per month to use for local or reginal WestCAT Paratransit trips.
Contra Costa Transportation Authority partners with Western Contra Costa Transit
Authority (WestCAT) to bring riders the LIFE Ticket Program. The program is paid for by
Contra Costa County’s Measure X funding. The program duration is from February to
December 2024 or until program funds are expended. A review of the program will occur
at three months to consider funding availability and/or eligibility adjustments. This
program does not apply to One-Seat Ride.
Income
Eligible riders are people with disabilities currently certified as ADA eligible with WestCAT
Paratransit that meet Extremely Low-Income criteria. Individuals must verify that they
meet the Housing and Urban Development (HUD) Extremely Low-Income criteria, or
provide proof of certification with similar low-income programs, to establish eligibility due
to HUD criteria’s use in most similar programs.

Application
Applicants must call 510-724-3331 ext.113 to apply for the program. To qualify,
individuals must be currently certified as eligible for ADA Paratransit with WestCAT
Paratransit or Dial -A- Ride.
