1. What is the proposed start date?
RESPONSE:
It is anticipated that the start date for this contract will be February 1, 2022.

Tarrant County CSCD follows the Holiday Schedule approved by the Tarrant
County Commissioners Court. In its regular meeting of June 22, 2021, the Tarrant
County Commissioners Court approved the following holiday schedule for

4. Who is the current provider?
RESPONSE:
Tarrant County CSCD does not have one vendor who currently provides all
services included in this RFP.
Tarrant County CSCD currently has a contract with Omega Laboratories, Inc. for
hair testing supplies and laboratory confirmation testing services. Tarrant County
CSCD staff collect hair samples which are sent into Omega Laboratories, Inc. for
testing.
CSCD staff also currently observe/collect urine samples which are tested via
instant cup in-house. CSCD currently has a contract with Smart Sales, LLC. Dba
Smartox for Urine Drug Screen Supplies. Presumptive positive urine samples are
sent to our currently contracted vendor, Avertest, LLC. d/b/a Averhealth for
laboratory confirmation services.
5. Current cost for each service?
RESPONSE:
See Attachment 1 Current Drug Testing Pricing page for the current services
provided to CSCD for Laboratory Confirmation Services.
6. Please clarify: All collected urine specimen in Price sheet A and B, will be sent directly to
the laboratory for the seven-panel screen, and if positive for a drug will go automatically
to confirmation?
RESPONSE:
Yes.

For Price Sheet A Urine, should the collector fee be added into the drug screen costs?
RESPONSE:
Yes.

8. Price Sheet A Urine indicates “Vendor will submit a bid for providing adequate staffing
(collection technicians) for the forensic (direct observation) collection and prescreening
of urine specimens with preparation and submission of specimens for laboratory
testing/confirmation collection”. Will an instant device be used for the prescreening? If
yes, what device?
RESPONSE:
As stated in the RFP page 20, section III.C.3., “For urine specimens, VENDOR
collection staff will collect in private bathrooms and prepare specimens for
shipping to VENDOR’S laboratory for screening and confirmatory testing.”
9. If an instant urine device is used for prescreening, what is the percent of positives sent
for confirmation?
RESPONSE:
For FY19, the percentage of presumptive positives sent for confirmation was
14.68%.
For FY20, the percentage of presumptive positives sent for confirmation was
13.63%.
10. Hair collections: Will CSCD be supplying the collection and shipping supplies? Should the
hair collection costs be put on page 62 “Proposal Fee Schedule Form”?
RESPONSE:
CSCD will supply all collection and shipping supplies. Per RFP page 20,
Section III.C.4 “This fee will need to be listed on the Proposal Fee Schedule form
on page 62 this RFP.”
11. Are there any specific background checks required for collectors?
RESPONSE:
A Criminal Justice Information Services (CJIS) Background Check will be required
for any of the Vendor’s personnel who access Tarrant County Data (either on-site
or remotely) or access secure areas of Tarrant County Facilities. Tarrant County
CSCD will review the background check and determine if the personnel are eligible
to access data and enter secure areas of Tarrant County Facilities.
12. Is there specific training required for collectors?
RESPONSE:
As stated in the RFP page 18 section III.A.1 “the Vendor shall include in response
to this RFP what training they will provide their collection staff for meeting the
individual needs and accommodations of donors, as well as collection and
processing specimens. If Tarrant County CSCD selects to use VENDOR collection
personnel for hair specimen collection, training that will need to be completed by
collection staff for hair specimen collection is provided through CSCD’s current
Vendor for Hair Testing Confirmation Services.”

13. What is the estimated volume of hair collections?
RESPONSE:
Tarrant County CSCD will not estimate volume or guarantee volume. Please see
the answer to Question No. 1 for FY19 and FY20 hair test numbers.
14. Will private restrooms be available at each location for testing?
RESPONSE:
As stated in the RFP page 20 section III.C.3, For urine specimens, VENDOR
collection staff will collect in private bathrooms and prepare specimens for
shipping to VENDOR’s laboratory for screening and confirmatory testing.”
15. Under “urine screening and confirmation concentrations” there is a column for “limit of
detection concentration”. Are you looking for the “lowest limit of detection concentration”?
RESPONSE:
Yes.
16. Will electronic signatures be accepted on any of the forms? If yes, which forms?
RESPONSE:
Yes. All.
17. Who is the incumbent provider for this contract?
RESPONSE:
Please see response to Question No. 4.
18. What is the estimated start date and initial expiration for this contract?
RESPONSE:
It is anticipated that the start date for this contract will be February 1, 2022. The
Vendor will be awarded a twelve (12) month contract, effective from date of award
or notice to proceed as determined by Tarrant County Purchasing Department.
Please see RFP page 7 for additional information about renewal options.
19. Would the County consider proposals from a laboratory that is CLIA certified?
RESPONSE:
The requirements for certifications/accreditations are outlined in the RFP page 21
section III.D.2 and 3. If the Vendor is CLIA certified in addition to the requirements
outlined in the RFP, yes, their proposal will be considered.

20 Can the County provide insight as to why they are shifting away from instant devices as
their primary method of screen and to collection + lab-based testing?
RESPONSE:
After evaluating the pros and cons with both approaches, including staffing,
accuracy of the screening results, automation and integration of data, and the
business needs of our courts, we are choosing to return to this method of
collection as we have done in the past.
21. The County notes that the Vendor must test assays at the cut-off levels required by the
Department but does not note the required cut-offs within the RFP. Will these be
established after award by the Department?
RESPONSE:
Yes.
22. Are all urine collections observed?
RESPONSE:
Yes.
23. Please confirm all urine tests are instant tests with lab confirmation only required for
non--negative instant results.
RESPONSE:
As stated in the RPF page 18, section II.A. “For urine specimens, VENDOR will
collect, prepare, submit and provide laboratory screening and confirmation of
specimens.”
As stated on Page 20, section III.C.3. “For urine specimens, VENDOR collection
staff will collect in private bathrooms and prepare specimens for shipping to
VENDOR’s laboratory for screening and confirmatory testing.”
As stated in the RFP page 21, section III.D.1. “VENDOR shall provide screening and
confirmatory testing (GC/MS, LC/MS, or equivalent mass spectrometry method) of
submitted urine specimens. Pricing must be all-inclusive of any testing, all
necessary testing supplies (including urine collection container cups),
transportation, customer service (including clinical interpretation, when
requested), and delivery charges.”
24. If we are awarded the contract, our understanding is we can provide not only hair
collection services but also the lab testing for hair. Please confirm.
RESPONSE:
No, Tarrant County CSCD currently has a contract for Hair Testing Confirmation
Services.

25. Please clarify the volumes/types of steroids testing you required.
RESPONSE:
The Vendor should list on page 54 of the RFP, any substances it is able to test for
that are not listed on pages 52 and 53 of the RFP.
During FY 2019, one (1) steroid test was requested. During FY 2020, no steroid
tests were requested.
26. Page 7, Paragraph 1 states “CONTRACT TERMS: Vendor(s) will be awarded a twelve
(12) month contract, effective from date of award or notice to proceed as determined by
Tarrant County Purchasing Department. At Tarrant County’s and CSCD’s option and
approval by the Vendor, the contract may be renewed for two (2) additional twelve (12)
month periods, as further explained in Renewal Options. Prices must remain firm for
the entire contract.
As stated on page 55 of the RFP, the number of samples submitted has decreased
significantly and fluctuated over the past 18 months, rendering the CSCD unable
to estimate future testing needs based on the current environment. Given that data
along with the mutual desire to keep initial pricing as competitive as possible and
the program sustainable for both the selected vendor and CSCD, please clarify
whether the requirement for prices to “remain firm for the entire contract” is
inclusive of renewal options or if the stipulation is intended to apply only to the
original 12-month term. Would the Department agree to review and negotiate rates
for each of the annual renewal periods following conclusion of the initial term?
RESPONSE:
No, prices must remain firm for the entire contract.
27. Page 20, Paragraph C. 2: Collections will occur at the following CSCD locations during
the hours listed. None of the following CSCD locations close for lunch.:
CSCD Central Lab location (Male and Female collections) 200 W. Belknap, Fort Worth,
TX 76196 (Monday-Friday 7:30 a.m. 5 p.m.)
Miller Complex location (Male and Female collections) 3210 Miller Ave., Fort Worth, TX
76119 (Monday-Friday 7 a.m. 6 p.m.)
To assist bidders in determining the appropriate staffing ratios as well as developing the
most accurate and efficient cost proposal, we respectfully request the county provide the
following information for each of the two listed locations for FY2020:
Number of urine and hair specimens collected from males?
Number of urine and hair specimens collected from females?
Please note that human capital and labor costs are major factors in pricing
considerations. The current collection windows, that begin prior to 8:00 am and
end after 5:00 pm, would result in a significant cost impact by requiring overtime

payments or additional staffing. To assist bidders with the development of a more
efficient cost proposal, would the County consider modifying the testing hours by
capping the total collections period at eight (8) work hours per day for each of the
listed locations?
RESPONSE:
Tarrant County CSCD will not alter the hours listed in the RFP.
For the number of urine specimens collected from males and females please see
the answer to Question No. 3.
For hair specimens, there were a total of 3,663 hair samples for FY19, and
3,126 for FY20. Tarrant County CSCD does not track data on gender for hair test
collections due to these not being gender specific for collection.
28. Page 25, Paragraph H. 5: The VENDOR must provide following items at no cost to CSCD:
a. Pre-printed chain of custody forms for use when the computer version is
unavailable. In the event that special paper is required for printed forms, Vendor
will be responsible for the cost of special paper.
b. Specimen bags for packaging of individual specimens.
c. Urine lab cups for specimen transportation.
d. Uniquely numbered, non-duplicated, bar-coded security stickers/strips to seal
specimens sent to the lab. CSCD may require VENDOR to change specimen
number format to avoid specimen number duplicates.
Will the vendor be required to provide and project costs for supplies needed to
collect samples (latex gloves, masks/facial coverings - if applicable and required
for staff in the noted locations)?
Will the vendor be required to provide and project costs for supplies needed for
cleaning and disinfecting the area provided for Collections services?
RESPONSE:
Yes.
Tarrant County provides janitorial services for each location. If the vendor
would like onsite collection staff to perform cleaning beyond what is
provided, yes, supplies need to be provided by the Vendor.
29. Page 18, Section II, Paragraph A states “The awarded VENDOR will be expected to
provide adequate staffing (collection technicians) for the forensic (direct observation)
collection of urine and possibly hair specimens at various CSCD locations throughout
Tarrant County. For urine specimens, VENDOR will collect, prepare, submit and provide
laboratory screening and confirmation of specimens. If VENDOR is utilized for the
collection of hair specimens, VENDOR will collect and prepare specimens for shipping to
CSCD’s current Vendor for Hair Testing Confirmation Services.”

Will collection supplies (scissors, sample collection kits with security seal) and
shipping supplies be provided by the County or the selected vendor? The County’s
answer will directly impact proposed pricing.
RESPONSE:
The Vendor will supply all supplies needed for urine collection, shipping,
screening, and confirmation. If Tarrant County CSCD decides to use Vendor
Collection staff to collect hair samples, Tarrant County CSCD will provide all
supplies needed for hair sample collection, and shipping.
30. Many vendors partner with one another when proposing drug testing laboratory
services/supplies and collections services. Would the County permit both parties to
submit references as long as an explanation is provided that clarifies the individual
relationship for each reference submitted?
RESPONSE:
Yes, as long as the vendor provides the minimum references required for the
vendor per the RFP.
31. Given the complexity of this solicitation, would the County please be amenable to allowing
a second set of questions and answers as a follow-up to the County’s responses to the
initial phase of questions (due November 9, 2021) are posted?
RESPONSE:
No.
32. Prospective bidders observe three holidays during the month of November, including
Veteran’s Day on the 11th, Thanksgiving Day on the 25th, and the following day (the
26th). To ensure bidders have ample opportunity to develop detailed proposals that are
most responsive to the County’s needs, please consider extending the proposal
submission deadline by a period of two (2) weeks beyond the date on which the County
posts its final responses to vendor questions.
RESPONSE:
Proposal due date will be extended from December 2, 2021, at 2:00 pm to Monday,
December 6, 2021, at 2:00 P.M to account for holidays.
33. When does the CSCD anticipate announcing the award of this contract?
RESPONSE:
Tarrant County CSCD does not have a set date to announce the award of this
contract. The announcement will be made once all scoring has been completed.
A recommendation for award will be placed on the Tarrant County Commissioners
Court agenda once the process is complete.

35. Would the CSCD please consider extending the submission deadline by an additional
period of two (2) weeks beyond the published due date. There are two observed
upcoming government holidays with Questions only just submitted. This will help to
ensure Vendor’s have enough time to prepare the best offering for the CSCD.

paragraph asks for original signatures. Will Tarrant County accept electronic
signatures, given the current remote/pandemic working environment?
RESPONSE:
Yes.

paragraph from bottom of page, states the contract may be terminated by either
party with 30 days written notice. However, Item 14 on page 13 of the RFP, states the
contract can be terminated with 90 days written notice. Please clarify.
RESPONSE:
Page 13, item #14 supersedes page 4 because page 4 is a standard boilerplate
language.
38. P.15 Item 23 - Payments to Vendor. Could you please provide sample invoices that
illustrate the 2-part monthly invoice requirement?
RESPONSE:
Please see Attachment 2 − Sample Monthly Invoice.
39. P. 15 Item 25- Misspent Funds. Please describe how this would apply to this bid’s
specifications. Could you please provide an example of a situation that could be
considered “misspent funds”?
RESPONSE:
Only items billed under RFP specifications are allowed. An example of how this
would apply could be billing the department for an unauthorized cost such as a
service provided by a subcontractor not approved by the department. Another may
be billing the department for services rendered by the vendor for items not listed
under the terms of the contract.

40. P.19 Item B.1.c. - In regard to this statement, “The name(s) and address(es) of the
VENDOR’s insurance carrier(s), along with a statement(s) from VENDOR’s insurance
carrier(s) that insurance as specified in Section I of the RFP is either in force and/or
available upon VENDOR’s request”, is a certificate of insurance adequate to meet this
requirement? If not, can you please provide an example so vendors can provide an
appropriate document?
RESPONSE:

40. P.20 Item 4 -What is the approximate monthly volume of hair collections?
RESPONSE:
For FY 2019 hair test total was 3,663, for FY 2020 hair test total was 3,126.
42. P.20 Item 4 - Who is the CSCD’s current vendor for hair testing?
RESPONSE:
Omega Laboratories, Inc.
43. P.20 Item 4 Please confirm, shipping of hair specimens to the CSCD current vendor is
paid under the hair testing vendor’s contract and would not be the responsibility of the
Vendor of this contract.
RESPONSE:
If Tarrant County CSCD decides to utilize Vendor collection personnel for hair
collection, shipping of hair specimens would not be the Vendor of this contract’s
responsibility.
44. P.21 During the transition period, please provide an estimated volume of specimens that
will be sent to the laboratory for confirmation testing. Page 21, first paragraph, states that
only samples that screen positive on the instant devices will be sent for confirmation
testing. In order to provide confirmation pricing during the transition period, an estimate
volume will be necessary.
RESPONSE:
Tarrant County CSCD will not estimate or guarantee volume.
During FY 2019 the number of presumptive positive samples sent to the laboratory
for confirmation testing was 18,464.
During FY 2020 the number of presumptive positive samples sent to the laboratory
for confirmation testing was 11,429.

45. P.21 Please also provide the number of locations that specimens will be sent from.
RESPONSE:
During the transition period, CSCD will continue to collect urine and hair
specimens. CSCD will send their hair specimens to the current contracted vendor
for testing. CSCD will ensure that any urine samples that are collected are
delivered to one of the two pick up locations listed in the RFP for daily pick up.
46. P.22, Item 6. We read this to say that Creatinine is to be run on every specimen. SG, PH,
and oxidants will be requested on an as needed basis by the CSCD. Please confirm that
SG, PH, and oxidants do not need to be ran on every specimen.
RESPONSE:
Please see this Addendum No. 1.
47. P.22, item 9. CSCD reserves the right to request that screens be performed when
requested. Could you please describe in further detail what this is stating? Screening of
specimens is a fundamental specification for the services requested in the RFP. Would
this apply only to the transition period? And if this only applies to the transition period,
where should the pricing be included?
RESPONSE:
For clarification page 22, item 9 is referencing additional screening requested by
CSCD on a specimen in the possession of the Vendor during the retention period.
48. Page 23, Item 11. Please confirm the Vendor will need to provide sample pick up daily,
Monday through Friday, from only the locations listed in #11 in this section.
RESPONSE:
Yes.
49. P.23, Item 10. How many additional CSCD locations will specimens be expected to be
picked up from and at what frequency?
RESPONSE:
Please see RFP page 23, item 11.
50. P.26 Item I at top of page - Specimen Retention. Will the CSCD allow storage of negative
specimens at room temperature rather than “-20 degrees Celsius” as stated in the bid
document? Urine samples are stable at room temperature and/or when stored in a cool,
dry, secure location.

51. Page 29, Section V.B: Please confirm the expectation that Vendor utilize CSCD’s case
management system only applies to the interface with CSS, and not the Vendor staff
accessing the Case Management system directly.
RESPONSE:
This references the interface to CSS and not the vendor accessing the Case
Management System directly.
52. P.28 Item 3, Could you please describe what the specific reporting requirements
developed by the CSCD are? If custom reporting is required, outside of our standard
reporting available to clients, we must incorporate the cost of development into our
assumptions. We cannot do that without a clear understanding of what the reporting
requirements are.
RESPONSE:
CSCD expects to utilize pre-existing reports and/or data extracted from our case
management system provided by VENDOR to Corrections Software via the
required interfaces described in Section V of the RFP. However, if CSCD cannot
answer a question through either of those methods, CSCD will require that the
VENDOR develop report(s) that answer that/those question(s). Since CSCD does
not know what pre-existing reports any prospective VENDOR has, it is impossible
to estimate the frequency or complexity of the possible requests, but CSCD
expects it to be a rare if the VENDOR currently provides similar services to other
criminal justice agencies.
53. P.30, Section IV.A. requires the Vendor to retain records for the duration of the offender’s

standardized retention policy for all offender records resulting from this contract, rather
than managing records at the individual offender/defendant level?
RESPONSE:
The only standardized retention policy CSCD would approve is a permanent
retention of all records.
54. P.30, Section IV.C: Please confirm that the request for CSCD access to database records
after the contract is terminated is in reference to requesting records as needed and will
not require direct access to the database.
RESPONSE:
Tarrant County CSCD expects the same portal access that we had during the
contract be available to us for the entirety of the records retention period for each
offender/defendant, regardless of how long beyond the contract expiration that is.

56. P.31 X Testimony. Approximately how many testimonies are requested annually by the
CSCD and how many are requested by Criminal Defense Attorneys and/or the Defense
Counsel? Could you please provide pre-COVID testimony request volume as well?
RESPONSE:
There are approximately 0-4 testimonies requested annually by CSCD. In addition,
there are approximately 0-4 testimony requests made by the Criminal Defense
Attorneys and/or Defense Counsel. Pre-Covid volumes are the same.
57. P.31 X. How many in-person testimonies were required over the past year?
RESPONSE:
Zero.
58. P.31 X. Does the CSCD allow telephonic testimony via skype, Zoom or other electronic
platform in leu of in-person testimony?
RESPONSE:
This is a decision that will be made on a case- by- case basis by the Court or the
party who requested the testimony.
59. P.31 X. Approximately how many testimony requests are for an expert witness
toxicologist vs a specimen collector?
RESPONSE:
During the last fiscal year, there have been zero requests for an expert witness
toxicologist. There have been four (4) requests for collectors to testify, however,
only one (1) actually testified.
60. P.32 XI. Litigation Packages How many litigation packages did the CSCD request in the
last year? Please provide pre-COVID request volume as well.
RESPONSE:
Tarrant County CSCD requested zero litigation packages in the last year.
Pre-COVID volume was 0-2 annually.

61 Page 36, XVIII, Proposal Submission Requirements, A.1.d. Would the County allow
references to be submitted for clients that are jointly served by the responder and their
subcontractor, regardless of the contract holder of the respective client, as long as the
relationships are properly disclosed in the reference form? Providing joint references will
provide the County with the best expectation of what to expect from the services to be
delivered.
RESPONSE:
Yes, as long as the relationship is properly disclosed on the reference form.
62. P.52. In the table requiring urine screening and confirmation cut offs, “prescreening of
urine specimens” is described. Please confirm this RFP is for lab-based screening and
this above verbiage is included in error.

4. The VENDOR must test assays at the cut-off levels required by the
Department. CSCD will work with the VENDOR to establish acceptable
screening and confirmation levels. CSCD currently screens for 7-panels
regularly. See the Urine Screening and Confirmation Concentrations Form
for a list of the 7- Panels.
5. The VENDOR must provide confirmatory testing utilizing a mass
Spectrometry Method (GC/MS, LC/MS, or equivalent mass spectrometry
method) for all designated drugs. In response to this RFP, VENDOR must
provide information on what drugs they have the capability of testing, level
of detection, screening cutoff concentrations and confirmation cutoff
concentrations, by completing the forms of this RFP.
6. Every specimen submitted for confirmation must be tested for specimen
validity using at a minimum, creatinine and or specific gravity, PH, and
oxidants when needed. Quantitative results of specimen validity shall be
included on result reports. VENDOR must include in response to this RFP
its validity testing procedures including examples of how diluted specimens
are reported.
7. VENDOR must include in their response to this RFP their
standards/policies/procedures for declaring a specimen any of the following:
a. Dilute
b. Invalid
c. Substituted
d. Adulterated
8. VENDOR must include in their response to this RFP all reasons a specimen
submitted for confirmation would be declared “unable to test” or “canceled”.
CSCD will not pay for the following:
a. Stalls
b. No shows
c. Unable to provide
d. Refusal to provide
e. Unable to test
9. CSCD reserves the right to request that screens be performed when
requested. CSCD guarantees no minimum number of screens per year.
VENDOR should include process for screens on Fee Schedule page of this
RFP. When screens are requested by CSCD, VENDOR shall provide
CSCD with screen results which shall include creatinine concentration and
results relative to cutoff concentration (i.e. drugs detected below the cutoff).
If screen is positive, VENDOR will complete confirmation testing, and
results shall be provided to CSCD.
