A public hearing to present the Consolidated Annual Performance and Evaluation
Report (CAPER) for the City of Pontiac for the 2011 program year will be held Wednesday,
September 12, 2012 at City Hall in the Council Chambers, 2nd Floor at 5:00 p.m. This
hearing, as required by Federal guidelines and established in the FY2011 - 2015
Consolidated Planning Timeline, will provide Pontiac citizens an opportunity to see where
funds were expended for Fiscal Year July 1, 2011-June 30, 2012 and express their views on
the use of CDBG and HOME Program funds.
Public comment on the CAPER is invited by the Federal Programs Division throughout
the 15-day public comment period, which begins on September 12, 2012 and concludes at
5:00 p.m. on Thursday, September 27, 2012. Comments should be sent in writing by mail
to Federal Programs Division, 47450 Woodward Avenue, Pontiac, Michigan 48342 or by e-
mail to [email protected]. All comments made will be included in the CAPER
submission to HUD.

The Pontiac school
district hires a new
superintendent.
The Pontiac Board of Education recently approved a
$145,000-a-year contract with Brian Dougherty the former
superintendent of the Corry, Pennsylvania Area School
District. Dougherty took over the superintendent’s position
from interim Superintendent Walter Burt on Aug. 27.

Members of the Nation of
Islam Study Group in the City of
Pontiac recently went door to
door embracing and greeting resi-
dents and encouraging young
men and women to find ways to
reduce conflict and to build peace
and develop a healthy commu-
nity. The Fruit of Islam (the men
of the Nation of Islam) walked
the streets, shook hands and went
into homes to spread this message
of Peace Love and Unity.
A previously published report by the
"Sentencing Report" stated that one-third or
30.2 per cent of all Black Males in America
between the ages of 20-29 are either incar-
cerated or under the supervision of the
Criminal Justice System or Jail Industrial
Complex. Another report stated that there
are more young black males (between the
ages of 20-29) in jail than in college in the
U.S. Other reports document the alarming
unemployment rate and the terrible condi-
tions under which this segment (young
black males) of our society exist.
Americas many institutions are respon-
sible for properly stimulating, motivating,
educating and cultivating all of its citizens.
These institutions include, the family, the
religious institutions (churches, mosque,
temples and synagogues) the media, the
school systems and other socializing insti-
tutions. For the most part these institutions
are directly responsible for the type of indi-
viduals produced in this country. These
Institutions have served certain groups
quite well; others have not been so well
served by these institutions. Clearly, young
black males between the ages of 20-29 have
not been properly stimulated, motivated,
educated and cultivated by the major insti-
tutions of this Country.
If Americas Institutions are
comparable to fruit bearing trees
why is so much of its fruit so damaged?
Over the past forty years I have been
blessed with the opportunity to travel to all
regions of this country, as a student/athlete,
as a professional athlete, as a law student, a
business person, lecturer and tourist.
During this time I have also lived and/or
spent significant amounts of time in the
urban areas of Pontiac, Flint, Detroit,
Cleveland, Houston and Chicago. As a
result of these travels I have had an oppor-
tunity to objectively observed first-hand
and up close the terrible conditions under
which this group of Americans live. Quite
frankly, I was not surprised by the statistics
cited by the "Sentencing Report"; in fact I
thought the situation was worst.
Significant segments of this group do not
work, attend school or church or any other
religious services, they are on the streets of
America wreaking fear and havoc. I have
observed scores (not all) of these young
men hanging out, pimping, hustling,
drinking forties, smoking weed and other
substances and otherwise engaged in crim-
inal and/or anti-social behavior. There is no
doubt in my mind that America’s institu-
tions have failed miserably in its responsi-
bility of socializing this young black male.
Most Americans are aware of these failures;
a spotlight has been and continues to be
focused on the problems and failures of
America’s institutions relative to the Young
Black Male.
The purpose of this writing is to focus a
spotlight on one American Institution (The
Nation Of Islam) that has an 80+ year
history and track record of properly stimu-
lating, motivating, educating and culti-
vating young black males between the ages
of 20-29. This Institutions (NOI) major
focus is on Self-Help. This program has
demonstrated ability to transform this
unreachable segment of our society into
responsible, productive, law abiding,
family oriented, business minded, self
employed or otherwise employed, stable,
god-fearing human beings.
Examples of the Human Transformative
Powers of The Nation of Islam!
One example of the transforming power
of this institution (NOI) occurred a few
years ago at Chicago's Cook County Jail.
According to the report the recidivism rate
for young black males was extremely high
(over 80%), most of the individuals who
were incarcerated would serve their time,
leave the facility and return within a 3 to 6
month period after committing other
crimes. According to the report the
Director of Cook County Jail exposed a
large number of these chronic repeat
offenders to this institutions program by
distributing and requiring that the target
group read the Autobiography of Malcolm
X prior to release from this jail. The result
was that over 80% of these chronic repeat
offenders ceased their criminal activity and
did not return to jail after 1 or 2 years.
As we all know the building of
jails/prisons and the housing of criminal
offenders is a very expensive proposition.
The estimated cost to house a single pris-
oner for one year is between $25,000 and
$50,000. These amounts multiplied by the
over 600,000 black male’s amount to
between $15 billion to $30 billion dollars
annually. Continuing the current policies
does not make sense economically or other-
wise. Particularly, if a home grown institu-
tion exists in this country that has demon-
strated the ability to help solve this
problem.
Another and probably the most notable
example of the transforming power of this
institution is the story of El-Hajj Malik
Shabazz (Malcolm X). Here we have a
young black male who was raised in
America by its various institutions. By the
time he reached the age of 20 he was a
Pimp (women hater), a dope pusher, a dope
user, a thief, a self hater, con man and a
killer. By the time Americas institutions
finished with this young black male he was
a criminal to the bone, with very few if any
redeeming qualities.
Within a few years of being exposed to
the programs of this Great American
Institution (NOI), he was transformed into
a responsible, productive, law abiding God-
fearing family man with the intellectual
ability to compete with the worlds best
scholars.
In my travels I have personally observed
and had conversations with hundreds of
African-American men and women who
like Malcolm X have also been transformed
into responsible, productive, law abiding,
God fearing human beings by this Great
American Institution known as the Nation
Of Islam.
Since Most Trees Are Judged
By The Fruit They Bear –
Lets Apply the Same Standard Here!
After observing these miraculous trans-
formations, I wanted to know how it was
done; I wanted to know the process for
bringing about these seemingly impossible
human transformations. What I discovered
was a simple process that involved teaching
men and women the knowledge of self, the
knowledge of others and the knowledge of
those forces in the world that are anti-self.
Specifically, the individual is taught how to
live in accord with the laws of nature
(God). The man and women learn how to
be a natural man and/or woman. The man
and woman are taught the fundamentals of
manhood and womanhood. This teaching
is conducted in separate classroom type
settings. Women who have demonstrated
ability teach the women the fundamentals
of womanhood. Men who have demon-
strated ability teach the men the fundamen-
tals of manhood. Intensive study sessions
are conducted during which the individual
is challenged to take the responsibility for
their own mental, spiritual and physical self
development. This process continues until
the person has completed the step by step
process of learning about self and others.
The individual is encouraged and motivated
to continue this process throughout his/her
life.
If The Tree (Nation Of Islam)
Is So Rotten, Why Is The Fruit
That It Has Borne So Good?
The typical product of this American
Institution (NOI) previously under the lead-
ership of Elijah Muhammad and now led by
Minister Louis Farrakhan is an individual
that loves self, does not drink, smoke, do
dope, fornicate, commit adultery, has a job
or is self-employed, is respectful of others,
is responsible for and takes care of his/her
family responsibilities, is productive, God-
fearing and law abiding. There are no
documented instances where individuals
who have properly heard and accepted the
teachings of the Nation of Islam have gone
out and committed crimes against this
society or who have committed acts of
vengeance against other ethnic, religious or
racial groups.
Clearly, this Great home-grown
American Institution has made a significant
contribution to this country, by taking thou-
sands of individuals some of whom (not all)
were hardened criminals, drug-users, wife-
beaters, pimps, prostitutes, and transformed
them into productive law-abiding citizens
of this country. This Institution has
succeeded in inspiring the young black
male to do something for himself. All other
American institutions have failed miserably
in this regards.
On October 16, 1995 the Nation Of
Islam co-sponsored the Million Man March
to Washington D.C.; this event was
designed to motivate the black man to take
up his responsibility as a man and to
become a positive contributing member of
our society.
I appeal to all God-fearing, law abiding,
sober-minded individuals to listen and
make up your own mind regarding whether
the ideas, programs and human products
coming from this Institution (The Nation
Of Islam) are good or bad for this poten-
tially great country our ours.
I will end this discussion with two ques-
tions.
1. Why do the mainstream media, some
governmental officials, some members of
the Clergy and others in this society oppose
the efforts of the Nation of Islam to rehabil-
itate and inspire black men and women to
do something for themselves?
2. Since the Nation of Islam has demon-
strated the ability to reach the so-called
unreachable and has transformed signifi-
cant numbers of formerly non-productive
people into productive and responsible citi-
zens, should this effort be supported or
opposed by right-thinking people?

There are fewer than 100 days until
voters throughout the country cast their votes
for the next president of the United States of
America as well as candidates for U.S.
Senate, the House of Representatives, state
legislatures and city councils. The campaign
war chests for President Barack Obama and
Mitt Romney total almost $3 billion!
However, as of this writing, not one dollar
has been spent in the Black Press.
Once again the Black Press has been
unfortunately relegated to an “Oh, By the
Way” campaign that features a single 1/2
page ad placed two weeks before the election
in all Black newspapers totaling a shameful
$1.2 million dollars! That is the money
placed by the Obama for America Campaign
(OFA). The Romney Campaign has zero
dollars allocated! To put this all into paper
perspective, let me give you some back-
ground.
In January of this year, we had conversa-
tions with the OFA campaign. At that time,
we were told that money was not coming in
as expected so they could not talk about
advertising in Black newspapers. In late
April, after we found out that the OFA
campaign had only $800 million, we put
together a very detailed advertising proposal
for $21 million, which included multiple
insertions in all NNPA publications from
June through November. The plan recom-
mended a campaign that encouraged three
phases of action. The first steps were “Voters
registration- you can’t vote if you are not
registered.” Second, “Proper ID – What to
take to the polls.” Understanding that voter
suppression laws vary from state to state, it is
important that voters know what to take to
the polls in order to vote. The last stop is
“GOTV – get out the vote.” Mobilizing our
communities to go to the polls is the key to
winning the upcoming election. Our
proposal also included an aggressive digital
and social media campaign as well.
Today, we are once again in a position of
being taken for granted. Does Jim Messina
know something about Black folks that we
didn’t know? I am beginning to wonder
where are the Black folks who are advising
this campaign? Do they not see the money
being spent around them? Are they not
asking why are there no Black pollsters, ad
agencies, placement, firms, or other Black-
owned businesses reaping the benefits of the
only $3 billion being spent in this campaign
season? SHOW ME THE MONEY!
At the end of the election, over $3 billion
will be spent. Some people will be very
happy. They will not care who wins. To
borrow a quote from the movie, “Trading
Places,” “No matter what happens … Duke
and Duke still get their commission!”
What are we to do? Do we stand by and
again wait four more years? Let’s get moving
now! Come on, Roland Martin, Rev. Al
Sharpton, Rev. Jesse Jackson, Cliff Kelly,
Steve Harvey, Oprah Winfrey! Let’s talk
about this now. SHOW ME THE MONEY!

(non-taxable). The bond sales enabled the
district to monetize the wastewater treatment
facility from the City of Pontiac. Louis
Schimmel, Pontiac’s emergency financial
manager, used the proceeds from the sale to
pay down a significant portion
of Pontiac’s debt and fund the
prior years deficit.
“Because of Brooks
Patterson’s leadership, Oakland
County was able to use its AAA
bond rating in a way that helps
stabilize City of Pontiac
finances,” Schimmel said.
"This is a very innovative
way of providing up-front cash
to a troubled community. State
officials, including Governor
Snyder and Treasurer Andy
Dillon, who had to approve it,
were very intrigued," said Oakland County
Water Resources Commissioner John
McCulloch. "I'm not aware of anywhere else
in the state of Michigan where a deal is struc-
tured like this."
Standard & Poor's cited County Executive
L. Brooks Patterson's economic diversifica-
tion of Oakland County from a manufac-
turing-based to a knowledge-based economy
and his balanced three-year budget as among
the reasons it awarded Oakland County its
highest credit rating.
"The 'AAA' rating reflects our view of the
county's: Deep and diverse economic base
despite a substantial contraction of taxable
value due to the economic downturn and job
losses in the automobile industry," Standard
& Poor's said. It also reflects the county's
"robust financial operations with strong
management and very strong reserves."
"Because of Brooks' job attraction initia-
tives such as Emerging Sectors and Medical
Main Street and his leadership on the
county’s balanced three-year budget,
Oakland County continues to garner a AAA
bond rating," Chief Deputy County Executive
Gerald Poisson said.
Moody's and Standard & Poor's also gave
a stable outlook to Oakland County. "The
stable outlook reflects our expectation that
the rating will not change within a two-year
horizon," Standard & Poor's said.

evening aboard the spectacular Ovation
Yacht in St. Clair Shores August 12, 2012
for the annual Cruising for Health &
Education charity event.
As the 138-foot Ovation Yacht sailed
from the Jefferson Beach Marina along the
Nautical Mile, attendees danced the night
away with live entertainment from the
Level Rizon Band as the Detroit and
Windsor skylines faded into the sunset. Pam
and Darryl Nolen of West Bloomfield were
the lucky winners of a 42 inch LED flat
screen TV which was raffled off that
evening.

The Tea Party is a grassroots movement
that calls awareness to any issue that chal-
lenges the security, sovereignty, or domestic
tranquility of our beloved nation, the United
States of America. From our founding, the
Tea Party represents the voice of the true
owners of the United States: WE THE

Many are credited to be the founders of
this movement; however, it was the brave
souls of the men and women in 1773, known

The Tea Party Movement
Grassroot protests developed in response
to befuddled politicians gathering votes in
Congress with sightless determination to
force through an unconstitutional stimulus
package. It would be a blow to all we hold
dear, and millions of Americans felt the same
way.
Reminiscent of Tiananmen Square where
a few stood to defy tyranny and demand
liberty and democracy, a few patriots stood
in protest representing the American people.
We were more than lowly protestors; we
were the type of Americans the Founding
Fathers envisioned over 200 years ago as
true Patriots of courage and valor.
Soon other fearless Patriots began to join
in our solitary stance; The Tea was brewing!
Young and old, wealthy and poor, patriots of
all colors and backgrounds began to rally
with a new energy, an energy reminiscent of
pictures in old American History books.
Word of mouth began to spread. Citizens
began calling loved ones, proclaiming, "We
must take back our nation!" Many blogged
on their laptops, or messaged family and
friends. The energy began to sweep across
the nation. The media began to take notice.
America was deeply moved, right down to
her soul. A new voice began to speak, and a
new hope was spawned. Gathering crowds
grew from hundreds to thousands, and then
swelled to the millions.
As citizens became increasingly frus-
trated by "politics as usual," patriots across
America began seeking a new voice, one that
echoes from the pages of history. What
would we name this voice? It soon became
obvious, for our very own heritage held the
key to unleashing the American Spirit. The
Tea Party was the perfect choice. The Tea
Party concept was far superior because it
removed all the obstacles of party lines along
with the baggage of confused issues, and
focused only on a few key points.
From this humble beginning a movement
was born. The Tea Party Movement, born
from obscurity, without funding, without
planning, is a spontaneous force shaking the
very glass foundation of the oligarchy that
rules in our name, but without our blessing.
We took our stand, thousands joined, and
then millions assembled across our beloved
nation. Today, tens of millions of Patriot
voices resonate in unison "We The People
Rule!" In spite of ongoing hateful ridicule
from socialists and leftists, we stood our
post, day by day, month by month and now
year in and year out. We will not stop.
Needless to say, this Tea Party Movement
has grown far beyond belief, from a handful
of brave Patriots to tens of millions. Many
have been declared as the founder of the
modern-day Tea Party; to that we can say:
"The true founders of the Tea Party were the
brave Patriots who dared challenge the status
quo in 1773; we are merely their benefici-
aries."

Recently, I graduated
from Oakland University
with a teaching degree and
because I graduated mid-
school year, schools
weren’t exactly beating my
door down since most jobs
for the year had been filled
back in August. I only
mention this not to boast
but to lay the ground work
for why I have been subbing in the Pontiac
Schools since January; moreover I did my
student teaching at Jefferson from September
to January. I mention this to lay further
groundwork for this article. My time as a sub
put me on the ground level of Pontiac
Schools, nearly all of them- elementary,
junior high and high school long enough to
make some observations that won’t be
popular and certainly won’t endear me to
many parents, some teachers, a few school
board members and whomever else’s toes get
purposefully or inadvertently stepped on as I
write. But somebody has to tell the truth in
plain words, and I ain’t scared….
Contrary to the rub and indignities
thrown their way, the overwhelming
majority of Pontiac teachers truly want to
teach. I must say this right from the start that
most of the teachers are white females, who
teach overwhelming numbers of black males
and females along with some Hispanics and
a few Asians too. From my observations it
appears that white students are nearly the
least in number being taught in Pontiac
Schools. Keep those points in mind as I go
on with the article. Our principals are no
longer just sitting behind a desk in a calm
school setting, tending to the logistics of
district and state required paperwork and
doing what they were trained to do.
Principals are in the classroom, dealing with
discipline, trying to boost and maintain
morale among increasingly more and more
disgruntled and overburdened teachers; they
are out on the playground, filling in as
subs… you name it. Even janitors play a role
at the schools, helping with lunchroom disci-
pline and serving as hall monitors. Let’s not
talk about some of the gross things I have
seen they (janitors) have to deal with just
doing their jobs every day that I can’t even
mention in this article. Some of the students
do some inexcusably filthy things and think
it’s funny. Here comes the part where the
hate mail will pile up but somebody has to
say it!
Many of our students are just plain out of
control; undisciplined, rude, obnoxious and
disrespectful to teachers. Many of their
parents are exactly the same; rude, obnox-
ious, uninformed and unsupportive. I have
seen them jump down teachers’ throats over
minor things and never come to parent
teacher conferences or help with hall duties,
volunteer to mentor or assist teachers. Many
are just professional complainers who I have
seen drop their kids off to school in tee shirts
with no pants on, head rags, pajamas, no
bras, no drawers, fingernails immaculately
done to the max but the child is raggedy. I
have seen very few fathers for reasons I will
explain later, but some of the ones I see are
tattooed down, sagging, waddling down the
hall because their pants are too big to walk
normally in. I have also seen a few brothers
who are truly down for their children and
though few in number, is refreshing to see.
Not all parents are as I just described but far
too many are!
Our students are disinterested because
teachers are often forced into using coercive
tactics to get students to cooperate which
really don’t work in the long run. Coercion
never works because the students aren’t
convinced what they are being asked to do;
be it homework, schoolwork, assignments
and projects will benefit them. Students are
disinterested and become disruptive because
they aren’t part of the decision making
process in any area of their school lives.
Teachers are forced to teach toward some
ridiculous State test to prove they are “good
teachers” and prove the students ‘intelli-
gence” when in fact our students aren’t
generally invested in that kind of learning at
all. It’s not because they don’t want to or
enjoy learning. They most sincerely do love
to learn; they learn every sports figure’s stats
they like. They learn extensive lyrics to rap
songs which most of us adults could never
learn. They learn elaborate steps to dances
and know instinctively how to work their
way through most basic computer tasks.
They know extensive psychological tech-
niques to frustrate teachers, parents and one
another. On the side, many know a lot of
what they learned in school too. It’s just that
our techniques of coercion, using work as
punishment, establishing adversarial rela-
tionships with students, disenfranchising
them from decision making, not allowing
them to evaluate their own work and what
they enjoy learning, allowing the State to
dictate culturally exclusionary curriculum to
OUR kids robbing them of knowledge of
Self has rendered education useless. Another
problem is our Board of Education at times.
Our Board has very few educators on it.
(Mattie is the only one I know of) Some have
never taught in a classroom before, and
never will be qualified to ever teach in one,
yet they dictate policy. ANYBODY can be a
school board member and many have used
the seat to launch political careers upward.
How would the American Bar Association
like it if their board was comprised of house-
wives, bakers and construction workers?
How would the American Medical
Association tolerate having English teachers
vote on policy in the surgery room? The
Board, regardless of how “sincere” they are
seems ill-equipped both academically and
professionally at times to deal with class-
room problems or make decisions which
affect the classroom or teachers. The
insulting time clock they have at meetings is
a slap in the face to parents who are already
peeved beyond imagination at them in the
first place. The school board meetings
resemble the exact same relationship that the
classroom environment has these days. The
more the student rebels against draconian,
boss-type management, the more draconian
and punitive the teacher and administration
gets. The more the Board disrespects citizens
the more hateful the relationship becomes
between them. This only polarizes every-
body further into deep adversarial relations.
Mrs. Smith-Wright started out as a Mass Communications
major at Oakland University and now holds a B.A. degree in
Nursing Home Administration and the Certificate of
Gerontology and Sociology of the Aging from Wiley College
along with a MBA Degree from East Texas Baptist University in
Management. She also holds a Certificate in Filmmaking,
Screenwriting and Directing from the Motion Picture Institute of
Michigan.

Dear Elaine:
I wanted to ask you something. I happen to work in an environment that is filled with
women and one of our co-workers who we like very much has lost fifty (50) pounds. Now
don’t get me wrong, we’re thrilled to death that she has lost all of this weight since January
and looks great. But now she thinks she is this food guru or nutritionist or something when
in reality she has become the food Nazi at lunch time. It has gotten to the point now that no
one in our office no longer wants to go to lunch with her anymore because she sits there and
scrutinize everything we pull out to eat and she tells us what we should trade our items for
in order for us to eat more in a healthy manner. She states what is wrong with what we eat
like “Oh you don’t want to eat that ice cream because it has such a high fat content. Yogurt
would be much better for you.” Most of us just tell her that we don’t want the yogurt right
now and eat the ice cream anyway. But, the question is how do we get her to stop being the
food police without ruining her diet or momentum and without alienating her from the
group because that is exactly where this whole policing thing is headed. We like her very
much but one by one and slowly but surely, the group going to lunch with her is dwindling
and getting smaller and smaller. Help!

Liking the Fat Content
Dear Liking the Fat:
First of all most people hate people like that to begin with. It’s really like people who
stopped smoking and tries to convince everyone else who is still doing it to stop it. They do
it with cigarettes and they do it with food and they even do it with religion. I used to be
obese myself and really, I just wish that they would all just shut up and keep their opinion to
their selves. Nobody likes that and so this is what you do since you sound like a stable and
sensible person. Just take her to the side and let her know. Say, “Look, (and you can let the
other co-workers know that you’re going to do this too so that you don’t embarrass her on
the job). Let her know that you’re not going to keep eating with the food Nazi and if she’s
going to keep making comparisons and making lunch substitution suggestions, then she is
not allowing lunch time to be fun time with the other girls because they’re so worried about
what the food police is going to say about what they have to eat. And if this is what she
intends to keep doing, then she can no longer eat lunch with you guys anymore because you
are going to kick her out of the circle. Sorry! But tough love is needed at a time like this so
girl, NIP IT IN THE BUD before she makes everybody else drop out one by one until she is
eating all by herself! It’s the most subtle way I can think of. If you can think of something
better, then do it!

Purpose:
The purpose of this notice is to solicit qualifications from Demolition Contractors (“Contractor”) to create an official “Bidders
List”. Bid Openings for the qualified Contractors will be held at the City Clerk’s Office. The winning bid will be awarded to
the lowest responsible bidder. The City of Pontiac reserves the right to accept or reject any or all bids, either in part or in

Scope of Work:
To conduct Demolition Services for any property requested or bid by the City’s Federal Programs, contractors will be required
to meet all state requirements and industry standards for demolition.
The bidders will propose a per house price that will include the tasks delineated in specifications listed in the bid package,
which includes the demolition and removal of the debris, as well as the backfilling, grading and seeding of those properties
listed by the City.
The bids would also include an estimate of the time frame necessary to conclude the tasks delineated in the schedule. The
successful bid will be awarded to the lowest responsible bidder from the bids submitted by the Contractors.
Statement of Qualifications: Contractor shall supply all company contact information, Current Builder’s License, EPA RRP
Certifications, Copy of Current Liability Insurance, along with contractor’s qualifications and ability to successfully provide the
services requested.
Evaluation Criteria: The proposals received will be evaluated and ranked according to the following criteria:

The purpose of this notice is to solicit proposals from Asbestos Inspection Surveyors (“Surveyor”) to provide
asbestos inspection and surveys for approximately 100 residential properties or more slated for demolition
for the City’s Federal Program Department. Winning bid will be awarded to the lowest responsible bidder.
The City of Pontiac reserves the right to accept or reject any or all bids, either in part or in whole to waive
any formalities and to accept the bid which it believes to be in the best interest of the City.
Scope of Work for Asbestos Inspections:
Surveyor will provide all labor & material for Asbestos Inspections and surveys in accordance with following
scope of work listed In Appendix “A”
Surveyor shall comply with laws and regulations set forth by regulatory agencies is required. These agen-
cies include, but are not limited to, OSHA – Occupational Safety & Health Agency, EPA – Environmental
Protection Agency, DNR – Department of Natural Resources. The City expects that bidders will offer expert-
ise on conformance of regulations applying to the products they sell.
Statement of Qualifications: Surveyor shall supply all company contact information, Current Licenses, EPA
RRP Certifications, Copy of Current Liability Insurance, along with Surveyor’s qualifications and ability to suc-
cessfully provide the services requested.
This is a Federally Funded project. The Surveyor and Subcontractors on this project must comply with HUD
contract provisions 24CFR part 85.36(i), Nondiscrimination, Equal Employment Opportunity, Affirmative

175th Anniversary Celebrations
In these troubled times of businesses, schools and other local institutions closing and
drifting away into memory, Pontiac’s All Saints’ Episcopal Church is still here and going
strong. A vibrant parish located at 171 W. Pike, All Saints’ will celebrate its 175th anniver-
sary during the weekend of Sept. 29 - Sept. 30, 2012. On Saturday, Sept. 29, a dinner-
dance will be held at the church with cocktails, a sit-down dinner, and dancing afterwards.
A special worship service will be held at the church on Sunday, Sept. 30, followed by a
reception and tour of the church when visitors can learn about All Saints’ antique stained
glass windows and art. Later in the afternoon, an organ recital will be performed. During
each of these events a photographic display illustrating All Saints’ long history and role in
the community will be open for viewing.
All events are open to the community. Tickets to the dinner-dance are $50, $75 and
$100 and can be purchased by calling 248.334.4571. The other events are free.

Scope of Work: Conduct Demolition Services for any property requested or bid by the City’s Federal Programs. Contractors will
be required to meet all state requirements and industry standards for demolition.
The bidders will propose a per house price that will include the tasks delineated in Demolition Specifications, which includes
the demolition and removal of the debris, as well as the backfilling, grading and seeding of those properties listed in bid pack-
age.
The bids would also include an estimate of the time frame necessary to conclude the tasks delineated in the schedule. The
successful bid will be awarded to the lowest responsible bidder from the bids submitted by the Contractors.
Statement of Qualifications: Contractor shall supply all company contact information, Current Builder’s License, EPA RRP
Certifications, Copy of Current Liability Insurance, along with contractor’s qualifications and ability to successfully provide the
services requested.
